AIDS IN ROMANIA
/ REALITY CHECK

The number of new HIV / AIDS cases decreased in Romania compared to 2010 (from 730 to 660). Although the number of new cases is decreasing, the number of people infected with HIV increased to 16.000 in 2017, compared to 13.3000 in 2010.

The AIDS topic has been shadowed during the last years on the political agenda, with no political leadership to carry on the necessary policies.

THE OBJECTIVES
OF THE PROJECT

  • To put HIV/AIDS back on the agenda of decision makers by increasing the level of awareness

  • To determine the adopting of a new National Strategic Plan for Surveillance, Control and Prevention of HIV / AIDS, updated on prevention & screening, treatment and  financing chapters

  • Create the premises for the inclusion of the National Strategic Plan for Surveillance, Control and Prevention of HIV/AIDS in the National Health Strategy 2021 – 2020

  • Generate a national debate on the major policy interventions which should be implemented in order to facilitate the patients access to care

  • To find solutions to two major issues the patients are confronted with: access to treatment during the pandemic and sustainable and predictable financing

Assessment of the effectiveness of the National Strategic Plan for Surveillance, Control and Prevention of HIV / AIDS: conducted interviews with health experts involved in designing the National Strategic Plan, patient associations, medical community, political stakeholders. See the report here

Organization of a technical debate at central level with representatives of the Ministry of Health, CNAS, medical KOLs, patient associations, relevant NGOs, in order to discuss the outcomes of the “The Unseen” report (an evaluation of the former National Strategic Plan): where we are / where we want to go / what are the problems / what solutions we found. Organization of two technical and political debate at local level (Contanta and Tg. Mures) with local medical community, representatives of the Ministry of Health, patient associations and local administration. See the report here

Organization of a political debate at central level, with members of the health commissions in the Parliament, based on the outcomes of the findings in the project, to to increase awareness and stimulate political commitment. See the report here
